Regulatory Transformation

Namibia Communications Commission, Namibia

Transforming the Namibia Communications Commission (NCC) from a directly supervised department under a government ministry, albeit with its own board, into an independent sector regulator. In this project, Tusu provided team and thought leadership, leading a team that helped transition the telecommunication sector from a near monopoly to a fully liberalised sector with an independent regulator.

Counterfeit Mobile Phones

Uganda Communications Commission, Uganda

To establish scale and magnitude of counterfeit mobile phones in Uganda, KCL worked with various stakeholders to examine the nature of the mobile phone business value-chain and assess the level of awareness and knowledge about counterfeit phones across the country. KCL then proposed recommendations and actions to help curb the proliferation of counterfeit mobile phones in Uganda.

ICT4D Programme Evaluation

Evaluation of Cooperation for Government of Finland and UNECA Programme on ICT4D in Africa, Ethiopia, Rwanda, Gambia, Ghana, Mauritius and Mozambique

Supported UN Economic Commission for Africa (UNECA) to undertake final programme evaluation. Assessed ICT policy and strategy frameworks across multiple beneficiary countries. Conducted fieldwork in 6 selected countries: Ethiopia, Rwanda, Gambia, Ghana, Mauritius and Mozambique. Assessed operational and financial performance of UNECA and made recommendations for future ICT collaboration activities.

Business Model and Governance Structure

Ministry of Telecommunications, Information, Communication and Parliamentary Relations and the ICT Executive Secretariat (SETIC), Burundi

Government wanted to create a National Research and Education Network—Burundi Education and Research Network (BERNet) to service higher education and research organisations in the country. KCL helped develop a comprehensive business model for BERNet, provided assessment of current context, proposed improvements as well as technical and equipment/physical needs for its setup.

Integrating ICT in Education

African Development Bank, World Bank, and African Union Commission

Examined best practices, opportunities, and barriers to the integration of ICT in education in order to transform the education sector across Africa in collaboration with ICT Development Associates and Neil Butcher Associates. Made recommendations to African governments and development partners about approaches to take and priority action areas for the integration of ICT in education in ways that will achieve transformative impact.

Feasibility of Extension of AfricaConnect

European Commission, West and Central Africa

AfricaConnect links academic and research institutions in West and Central Africa and to their peers in other continents via the GEANT. The project reviewed NREN readiness, analysed policy and regulatory environment as well as resulting market conditions, assessed ICT infrastructure, explored potential ICT application and services, as well as other parameters to demonstrated the socio-economic impact of RENs.

E-Quality Management Services Framework

Ministry of Communication and IT (MCIT), Ethiopia

Developed a national framework to guide and manage the quality of the various electronic services that will be developed by government Ministries, Departments and Agencies (MDAs) as per Ethiopian eGovernment Strategy.

Business Process Outsourcing in Africa

World Bank, Multiple African Countries

Analysed ICT sector development across 12 different African countries with a focus on stimulating the potential for Business Process Outsourcing (BPO) and other ICT Enabled Services (ITES).

ICT Regulation and Governance

Ministry of Communication and IT, Ethiopia

Supported the Ministry of Communication and IT (MCIT) to create an ICT regulatory and governance system that enables them to regulate and enforce ICT standards, laws, frameworks and guidelines across the country in a manner that fosters the policy and development objectives of the country. KCL engaged various stakeholders about their vision for ICT in Ethiopia, identifying national strategic issues and priorities, as well as reviewing existing ICT laws and regulation.

Developing Universal Access Policy

Uganda Communications Commission, Uganda

Supported Rural Communications Development Fund (RCDF) to develop policy to reduce gap in communications services in both unserved and underserved areas. Conducted situational analysis/assessment of current environment to identify gaps, challenges and needs to be addressed; conceptualised interventions, schemes/programs and other measures to deliver best possible outcome for all. Identified associated policy and regulatory intervention required to ensure success of recommended RCDF policy.
